Located at 125 and 130 Rampart Way, the campus is home to key tenants including Colorado Allergy & Asthma Centers, US Dermatology Partners, and Denver Oral & Maxillofacial Surgery. This acquisition marks Echo’s return to Colorado, where the company has previously managed healthcare and retail properties.
“As value-add investors, we focus on well-located properties with strong fundamentals that can benefit from revitalization efforts,” said Oliver Plotkin, Principal at Echo. “These buildings play a vital role in the local medical community, providing essential healthcare services to Lowry residents. Their historical importance as former administrative buildings for the U.S. military, tied to the Lowry Air Force Base, makes this an especially exciting opportunity. We’re eager to begin work.”

Currently, the Rampart Medical Campus is 45% leased, with seven medical tenants occupying the space. Echo plans to increase occupancy and add value through leasing initiatives, capital improvements, cosmetic upgrades, spec-suite development, and proactive property management. Financing for the acquisition was provided by AGP Capital and Aspen Funds, while CBRE represented the seller, Healthcare Realty Trust.
Plotkin emphasized, “Value-add investing isn’t for everyone. It requires creativity, flexibility, and a clear vision to unlock a property’s potential. With the right team—including our leasing partners at CBRE and design-build contractor Colarelli Construction—we’re confident in our ability to execute on several value-enhancing strategies. Given the current lending environment, the successful completion of this deal makes it all the more significant.”
